Dr. Christopher Windham is a nationally recognized leader in value-based care strategy and population health management, bringing a distinctive combination of clinical excellence and business acumen to transform healthcare delivery. As Vice President and Physician Executive of National Operations at Lumeris, he leads the implementation of new client accounts across multiple health systems, overseeing more than $7 billion in Medicare medical spend, 1.5 million lives, and $13 billion in total medical expenses. Dr. Windham is dedicated to driving strategic initiatives that optimize technology, analytics, and care delivery while maintaining full P&L responsibility and achieving both financial and operational excellence.
A fellowship-trained surgical oncologist from MD Anderson Cancer Center and Moffitt Cancer Center, Dr. Windham is a certified hematologist and Fellow of both the American College of Surgeons and the Society of Surgical Oncology. His clinical expertise spans surgical oncology, cancer care delivery, and complex oncologic procedures including pioneering work in peritoneal surface malignancy treatment. He has advanced degrees in Healthcare Management from Harvard University and Population Health Management from Johns Hopkins University, positioning him uniquely at the intersection of clinical practice and healthcare transformation.
Dr. Windham’s healthcare leadership experience includes transforming struggling programs into financially successful operations while improving quality metrics. As Vice President and Chief Medical Officer at Catholic Health Physician Partners, he led the turnaround of a program from a $40 million negative position to a $6 million positive position in approximately three years while improving physician engagement to over 75% and achieving a 98.4% Quality Performance Score. During his tenure as Chief of Oncology Services at Cone Health, he increased the service line contribution from $23 million to over $170 million, developed novel physician compensation systems incorporating behavioral economics techniques, and led LEAN transformation initiatives that generated over $30 million in projected revenue increases.
He founded and expanded comprehensive cancer programs across multiple systems, including serving as Cancer Center Medical Director at Florida Hospital Memorial Medical Center, where he launched dedicated registries managing over 2,300 cases annually, improved breast services access by 70%, and established clinical trial research programs providing patients access to more than 15 trials. Dr. Windham developed the innovative Peritoneal Surface Malignancy Program, one of the few programs in North America offering advanced treatment for patients with complex abdominal malignancies.
As an innovator in population health operations, Dr. Windham has overseen the implementation of full Population Health Services Organization engagements and Value-Based Care arrangements at multi-billion dollar revenue health systems. He led the expansion of the Primarily Home in-home primary care management program, directing a matrixed team of over 500 staff members while maintaining five-star ratings for Medicare Advantage plans. His work spans Medicare Advantage, ACO/REACH, MSSP, and commercial value-based contracts, consistently achieving positive revenue across multiple contract types.
His strategic leadership has been crucial in developing physician incentivization programs using advanced behavioral economics techniques and integrating care delivery systems across multiple specialties. Dr. Windham’s research contributions include extensive work in cancer biology, molecular oncology, and clinical trials. He has received multiple NIH grants and has served as principal investigator on numerous clinical trials spanning breast, lung, melanoma, and sarcoma research. His published work includes peer-reviewed articles in oncology, surgical research, and population health management. He serves on multiple American Society of Clinical Oncology committees, including the Measures Steering Group and the Government Relations Committee, and has held leadership positions with the American Cancer Society at both regional and division levels.
